I think its crazy that seventh graders are dancing with tenth graders. You have some very unhappy dancers all to appease one mom who seems to think her daughter can dance better than anyone else. There are always dancers in every class who are better than others, you have never made such drastic moves before to my knowledge and I do not think you should have now. There are a lot of dancers who could have jumped up in classes through the years, it is not fair to them that you move some now.
